Overview
The service panel is where incoming power is split into the circuits that feed the building, and where each of those circuits is protected. Everything downstream depends on it working correctly. When a panel is undersized, full, or physically deteriorating, the effects show up as nuisance tripping, an inability to add anything new, and in the worst cases connections that run hot.
Two situations drive most upgrades. The first is capacity: a house built around gas heat and modest electrical demand now has a heat pump, an electric range, and possibly a car to charge. The second is condition, which on this coastline is a genuine and separate issue. Salt air reaches panel enclosures, particularly those on exterior walls or in unheated garages, and corrodes the bus bar and breaker connections. A panel can be the right size on paper and still need replacing because of what the environment has done to it.
The work
No spare breaker spaces, or spaces filled with tandem breakers the panel was never rated for. Breakers that trip without an obvious load causing it. Warmth at the panel door, buzzing, or a smell of hot plastic. Visible rust, corrosion or water staining inside the enclosure. Lights that dim noticeably when a large appliance starts.
A load calculation for the property as it is actually used, permit application, coordination with the utility for the disconnect and reconnect, removal of the old panel, installation and labelling of the new one, grounding and bonding brought up to current requirements, and the inspection that closes the permit.
These get conflated constantly. Running out of physical slots is not the same as running out of amperage. Establishing which one you are actually short of decides whether you need a full service upgrade or a considerably cheaper subpanel, and it is worth getting that answer before committing to either.
Doing it properly
The conductors feeding a panel remain live until the utility disconnects them, and they are not protected by anything inside the house. That part of the system is not comparable to changing a fixture. It requires the disconnect to be arranged properly and the work sequenced around it.
Sizing a service is a calculation based on square footage, fixed appliances, heating and any dedicated loads. Estimating it by eye produces either a service that is still marginal in two years, or money spent on capacity that will never be used.
Permitted work leaves a record that the installation was inspected against the code in force. That matters at resale, it matters to insurers, and it means a second opinion has confirmed the work rather than relying solely on the person who did it.

Salt-laden air reaches the enclosure and settles on the bus bar, breaker stabs and lugs. Those connections then oxidise, resistance rises, and the resulting heat accelerates the process. Panels mounted on exterior walls or in unconditioned garages take the worst of it. Rust streaking inside the door or a chalky deposit on the lugs is worth having looked at.
Some older panel types have a documented history of breakers failing to trip reliably under fault conditions, and insurers occasionally ask about them.
